vcgStackStatusEntryInformation on a particular relationship between two
sub-layers, specifying that one sub-layer runs on
'top' of the other sub-layer.
Each sub-layer corresponds to a conceptual row in the ifTable.
The rows in the table are created by the NMS.
To apply the multiple changes done to the table, the NMS
should set the corresponding object vcgLinkConfigStackChangesApply.
Befor adding an entry to this table the corresponding VCG-if should
already be exist in the vcgLinkConfigTable.
When an entry is deleted from vcgLinkConfigTable, the corresponding
