The polling state only occurs when the Local Management Interface (LMI) is enabled and the physical link is active. The polling state indicates LMI is polling for its peer. Once communication is established the linkOperState will transition to the active state. If the procedure attribute of the Lmi component is set to none, linkOperState will transition to the active state once the physical link becomes active.ro
